Overview

Rapiscan Systems, an OSI Systems Company is seeking a Sr Manager of Cargo Program Installations based out of Billerica, MA.

As the Senior Manager, Cargo Program Installation, you will support the Cargo Systems product line comprised of products that scan automobiles, rental trucks, over the road 18-wheeler tractor-trailer combination trucks, cargo containers and freight trains. This equipment is usually integrated into existing cargo inspection facilities and because of its size site construction is often required.

You will oversee subcontracted services for the Rapiscan / AS&E Cargo X-ray inspection systems including, architectural and engineering services, site construction, (excavation, soil compaction, concrete equipment mounting bases, prefabricated structure installation), construction management and electro-mechanical installation.

For all Rapiscan / AS&E Cargo X-ray inspection system field and factory installations, this manager will; verify that the site design, site construction, mechanical erection, electrical interconnect, and peripheral option installations have been completed to current processes and workmanship standards and complete these installations by providing the start-up, test, tune, debug, radiation survey, preliminary acceptance test plan (ATP) and the final ATP, and customer and Field Service hand-offs.


Responsibilities

Integrated Product Team, (IPT) Member and Contributor

  • Ensure that the requirements for system installation, integration, and operation are met by the Design Engineering groups.
  • Review and approve the Design Engineering site requirements drawings.

Supervision - Commissioning Engineers & Project Administrator

  • Provide Supervision and direction to the Commissioning Team members.
  • Work with the Commissioning Team Lead to manage the schedules for the commissioning of fielded systems.
  • Take a leadership role with the Commissioning Engineer team development, training, and product knowledge information.
  • Review and approve Commissioning Engineer expense reports in a timely manner.
  • Provide supervision to the Project Administrator for the management of subcontractor proposals, follow-on purchase orders, invoice reconciliations and for expediting the shipment of critical replacement parts as needed during system installation and commissioning.

Review of Drawings

  • Review and approve site construction drawings prior to site construction with the subcontracted Construction Manager
  • Provide feedback and support to customer hired architectural and engineering firms to ensure that their sites confirm the applicable X-ray inspection equipment site requirements.
  • Review engineering change orders, (ECOs) for completeness and disposition requirements for field retrofits and upgrades during system installations and commissioning.

Quality Initiatives

  • Manage the Key Performance Indicators, (KPI) data collection taken during system commissioning.
  • Development and resolution of lessons learned by the Commissioning Team and third-party contractors.
  • Drive continuous improvement throughout the construction, installation, and commissioning process.

Program Management Interface

  • Create statement of work, (SOW) documents for subcontracted services.
  • Interface with the Program Management Group to meet the installation and commissioning schedules.
  • Support Sales Team efforts for site construction requirements and installation and commissioning costs.
  • Provide status reports and update information to the Program Managers for the X-ray system installations and commissioning.
  • Review customer provided site construction drawing packages for conformance to the X-ray inspection system site requirements.

Subcontractor Oversite

  • Work with the Program Management group to select and manage site design and construction resources.
  • Generate requests for proposals, (RFP's) for site surveys, geotechnical services, architectural/engineering services, site construction services and electro-mechanical installations.
  • Manage and direct subcontracted suppliers for architectural and engineering, (A&E) services, site construction services, construction management services and electro-mechanical installation services.
  • Interface with various AS&E Site Construction Managers to ensure timely and cost effective second tier subcontracted services such as rigging and millwright services at both the Billerica factory and field installations.

Required Skills

  • Computer literacy and internet communication skills with Microsoft Teams, Zoom, Go To Meetings, Microsoft scheduler, E-mail, corporate network architecture and applications, and digital photo management.

Qualifications

  • Associate degree in an Electro-mechanical discipline or equivalent work experience.
  • Bachelor's degree in an electro-mechanical discipline is a plus.
  • A background in Civil Engineering and/or site construction is a plus.
  • 10+ years of experience in a relatable engineering discipline, or equivalent relatable work experience.
  • Be able to manage change and redirection as require to support business objectives and/or client needs.
  • Experience with managing site design, construction, and field installations of complex capital equipment.
  • Experience with the specification and installation of fiber optic cables and related equipment is a plus.
  • Familiar with AutoCAD and / or SolidWorks software.
  • Experience with managing and directing large-scale, complex capital equipment. installation and commissioning teams is a plus.
  • Experience with all phases of site construction including excavation, concrete and MEP installations and equipment start-ups is a plus.
  • Experience with X-ray inspection system operating software and software updates performed in the field is a plus.
  • Carry company provided cell phone and be on call during off-business hours.
  • This position will require working outdoors in varying weather conditions.
  • Domestic travel may be required up to 10-15%.
  • International travel is not expected: 0-5%.
