IntraHealth International seeks an experienced candidate for the position of Project Director for the upcoming USAID Accelerating ChoiCe, Equity, and Sustainability for Services (ACCESS) activity. The purpose of the award is to improve family planning (FP) and other sexual and reproductive health (SRH) and related health outcomes among adolescents/youth and other underserved and underrepresented populations by advancing excellence, innovation, and best practices in service delivery.

The Project Director will be responsible for providing a strategic vision, technical leadership, and overall management and administrative oversight of the global ACCESS activity. They will provide overall project leadership for the sustainable scale-up of high impact FP practices and related health services to maximize gains and accelerate the achievement of regional and national health goals with a focus on meeting the needs of underserved and underrepresented populations (adolescents/youth, persons with disabilities, indigenous peoples, migrants, LGBTQI+ people, and other underserved populations). The Project Director will serve as the principle institutional liaison with USAID. They will have skills and extensive experience in adaptive leadership, management, and strategic planning, and will also have technical expertise in FP and sexual and reproductive health. The individual should also bring strong experience interacting with governments, donors and international organizations, the private sector and other key stakeholders and actors. The position is subject to the availability of funds and approval by USAID.

This position may be located in Washington DC. Candidates within the East Coast time zone may be considered as well.

Duties and Responsibilities

  • Provide strategic technical leadership and overarching management, administration, and coordination of ACCESS project activities, ensuring that interventions are evidence-based and aligned with global high impact practices and country priorities.
  • Serve as the project's focal point for USAID and work closely with national health authorities, program implementing partners, and all stakeholders to develop and implement annual program strategies, work plans, and program deliverables.
  • Lead annual and periodic planning processes while ensuring plans incorporate and/or respond to the goals of ACCESS and priorities of focus countries.
  • Manage and coordinate activities of sub-awardees to ensure effective collaboration and provide strategic oversight of local partner organizational capacity strengthening efforts.
  • Lead, manage, and support a dynamic program team that is able to continuously achieve program objectives, learn and innovate, and adapt to changing contexts.
  • Ensure ACCESS meets stated goals and reporting requirements, as well as ensure the technical quality and timeliness of all products and activities generated under ACCESS.
  • Identify challenges and constraints in the implementation of the program and proactively develop a plan to address these challenges and mitigate risks.
  • Ensure program compliance with IntraHealth's contractual requirements and standards, particularly quality deliverables (narrative and financial reporting) and on time and on budget as well as reports and action plans, and program status sharing.
  • Establish and maintain effective and collaborative communication with USAID, Ministry of Health stakeholders, IntraHealth HQ and regional support teams, and collaborators.
  • Oversee the process of documenting and sharing knowledge and best practices both internally with the program team and externally with the public and partners through global and regional learning exchanges and learning platforms.
  • Ensure overall responsibility for occupational safety in all countries where ACCESS operates, lead safety risk assessments, safety planning, and implementation of safety plans and best practices, and coordinate IntraHealth's response to security incidents.
  • Contribute to internal communication, organizational development, and the promotion of the visibility of IntraHealth.

Education & Experience

  • Holds a minimum of a post-graduate degree in public health, business administration, international development, or a related field.
  • Has at least 12 years of proven experience at a senior level in the implementation, management, and delivery of results in health programs.
  • Previously served as chief of party, deputy chief of party, or project director for USAID-funded projects.
  • Brings a minimum of 10 years of experience in FP and sexual and reproductive health, as well as management, leadership, strategic planning of FP/RH projects, and a deep understanding of current advances and developments in these fields.
  • Proven experience in building and maintaining effective partnerships and resource mobilization with national, regional and development stakeholders, partners and actors.
  • Experience in strengthening the technical and organizational capacity of local NGOs to ensure the sustainability of project activities.
  • Knowledge of USAID rules and regulations and/or experience working on a USAID-funded project.
  • Experience in supervising multi-disciplinary and multicultural technical, programmatic, operational teams with emotional intelligence, cultural humility, and respect.
  • Experience working with government, donors, international agencies, the private sector, national and civil society organizations.
  • Experience in managing and monitoring a consortium with several international, regional, and local partners.
  • Excellent communication and interpersonal skill in English is required (written and oral). French language skills desired.
  • Ability to travel to the focus countries and to regional events.
